Assistant Manager, Student & Academic Services

The Singapore Centre for Environmental Life Sciences Engineering (SCELSE) is a unique interdisciplinary Research Centre of Excellence (RCE), funded by National Research Foundation, Ministry of Education, Nanyang Technological University (NTU) and National University of Singapore (NUS). Hosted by NTU in partnership with NUS, SCELSE is linking new insights from the life sciences with expertise from emerging technologies in engineering and natural sciences to understand, harness and control microbial biofilm communities and microbiomes.

We are seeking highly motivated candidate for an Assistant Manager, Student & Academic Services position available at the Singapore Centre for Environmental Life Sciences Engineering (SCELSE). The successful candidate will be part of the Graduate Studies team, which mainly supports students in this multi-disciplinary Research Centre of Excellence.

Responsibilities:

  • Provide leadership and efficient coordination of activities in the SCELSE Graduate Studies (GS) department.
  • Ensure the compliance of the Universities’ (NTU & NUS) and SCELSE’s policies in student admission and candidature matters.
  • Ensure the smooth running of the overall operations and effectiveness of SCELSE administration in the Graduate Studies Office by:
    • Aligning SCELSE’s graduate program policy with the Universities’ guidelines and regularly reviewing it with proposals to ensure relevance.
    • Working closely with NTU, NUS and other academic units on graduate students and other student matters.
    • Reviewing and monitoring standard operating procedures constantly to suit operational needs.
    • Supervising GS officer(s) in operations concerning SCELSE Graduate Program and all student matters, including PhD students, undergraduate interns, polytechnic interns, and visiting students (local and international).
    • Supporting and coordinating the development of joint graduate programmes and student activities with other universities
    • Recommend or propose to Governance & Corporate Services Director of the projected budget of yearly expenditure to be incurred in the Graduate Studies Office, which includes thorough comprehension of the financial matters, e.g., stipend rates of students, concerning the SCELSE PhD program.
  • Overseeing the student outreach matters for SCELSE Graduate Programme at NTU and NUS and being the central coordinator for such matters.
  • Secretariat for SCELSE’s Admissions and Postgraduate Education Committee meetings
    • Ensure that key recommendations and discussion points are well recorded to take into account the Committees’ recommendations and applied with the intent to improve processes/quality of graduate education.
  • Other duties as may be required from time to time. 

 

Requirements:

  • Degree in Administrative Management / Administration or any related studies
  • At least 5 years of experience in student administration/administration in a higher learning institute.
  • Dynamic individual with proven leadership qualities
  • Ability to interact professionally with stakeholders at all levels
  • Strong leadership qualities, with demonstrated ability to lead teams with a successful outcome
  • Excellent verbal and written communication skills

HPC Manager, Business Data Operations Management

The Singapore Centre for Environmental Life Sciences Engineering (SCELSE) is a unique interdisciplinary Research Centre of Excellence (RCE), funded by National Research Foundation, Ministry of Education, Nanyang Technological University (NTU) and National University of Singapore (NUS). Hosted by NTU in partnership with NUS, SCELSE is linking new insights from the life sciences with expertise from emerging technologies in engineering and natural sciences to understand, harness and control microbial biofilm communities and microbiomes. This is enabled through its strengths in analysis of complex microbiomes, using advanced computational biology and cutting-edge facilities in genome sequencing, bio-imaging and bioreactor processes.

SCELSE is seeking to hire a Manager, Business Data Operations Management provide day-to-day facilities management and the data centre in SCELSE through ongoing end-user support as well as monitoring of HPC resources, including its 13,000 plus core compute servers and over 4 PB of high-capacity storage. The Business Data Operations manager is also responsible for the yearly performed external audit, as well as the key contact person for the SCELSE NSCC (National Super Computing Center) partnership.

In addition, the role will additionally ensure smooth operation of the SCELSE HPC through infrastructure planning, facilities budgeting, and regular review of physical and logical security of the SCELSE HPC with continued partnership with NTU-HPCC and NTU-CITS.

The role will provide direct support for the SCELSE-Sequencing Facility to meet the needs of their high-throughput sequencing machines, including integration of new lab machines, set-up and troubleshooting of network communications and maintenance and implementation of data processing workflows as necessary.

Responsibilities

  • Manage the data centre and facility that encompass SCELSE-HPC compute hardware, ultra-low latency network, job scheduler, and high-performance storage
  • Ensure smooth operations of SCELSE’s High Performance Computing between dual data centers (on-premises and hosted NTU site) including regular checks of environmental controls in line with ODFM and CITS safety and security measures; serve as primary contact point for all HPC facilities-related issues
  • Conduct infrastructure planning including future upgrades to hardware, firmware, and software, of compute, high-capacity storage, and all accessory servers
  • Regular planning for scheduled maintenance and capacity management in line with established Service Level Agreement (SLA) between vendors
  • Manage all purchasing and procurement for SCELSE-HPC including annual 5-year budget review and planning
  • Assets life-cycle management including annual hardware audit and appropriate decommissioning
  • Preparation of quarterly, annual reports as requested by SCELSE-Finance and Procurement
  • Oversee the security management and administration by adhering NTU base level security policies when deploying systems and that security vulnerabilities are resolved in a timely manner
  • Participate in annual IT auditing and security exercises and review yearly on all SCELSE-HPC facility security protocol and policies handbook(s)
  • Provide technical support to SCELSE-HPC science research community and to sequencing facility for support of instruments for connection to shared network drives and storage, including liaising with SCELSE-Sequencing Facility Head(s) and appropriate vendors
  • Performance tuning, profiling and optimization for libraries, open source and commercial applications
  • Data integration and pipeline and services 
  • Support researchers in depositing data in public data repository as fit for their publication or grant needs
  • Process-flow re-engineering for scientific applications and necessary benchmarking
  • Managing of appropriate data access controls and user level sharing
  • Ensure proper integration of all new sequencers and lab machines to the facility’s network and storage, including integration to automated processing pipeline(s)
  • Assistance with transferring and sharing completed sequencing results and project data

Requirements

  • Recognized Master’s Degree in Computer Engineering, Sciences or equivalent. Bachelor’s Degree with relevant 10+ years working experiences with Linux and Open-Source Software will be considered
  • At least 10 years of good working experience in HPC, including administration of a production cluster environment
  • Experience in parallel programming and providing support for parallel high computing applications and high-performance parallel file system
  • Has experience working with PBS Professional Scheduler or Slurm Workload Manager, as well as complex private, internal, and DMZ networks
  • Experience in Linux/UNIX and open-source software stack in a multi-vendor environment, with the installation and management in a Linux-based HPC environment
  • Experience in common scripting and programming languages and ANSI/GNU C, Python, Perl, or others
  • Experience in scientific/engineering packages such as in life science, visualization, modelling and other areas in science and engineering is preferred
  • Project management experience with demonstrated ability to lead planning meetings, ensuring design and solution reviews take place
  • Good knowledge of working with both analyzing and transfer of large datasets, including ACL, data integrity, and transfer security
  • Familiar with genome sequencing a plus
  • Experience with relational databases, application development, and/or virtual machines, a plus
  • Good self-motivated team player
  • Strong analytical and problem-solving skills
  • Good planning, organizational and time management skills
  • Good interpersonal and communication skills – is able to interact with faculty members and researchers
  • Meticulous and keen eye for details for numbers and procedures and reports
